The EU Sanctions Map does not provide information on national sanctions of the EU Member States or any other sanctions imposed by third states.<\/p>\r\n\r\n What is the purpose of the EU Sanctions Map?<\/strong><\/p>\r\n\r\n The aim of the EU Sanctions Map is to provide general up-to-date information on restrictive measures (sanctions) that are applicable in the EU jurisdiction.<\/p>\r\n\r\n When is the information updated that is displayed on the EU Sanctions Map?<\/strong><\/p>\r\n\r\n The information on the EU Sanctions Map is updated after any amendments to existing sanctions regimes or an imposition of a new sanctions regime have come into force. This means that most of the time it is the day following the day when the legal acts enacting the amendments are published in the Official Journal of the EU. The Twitter feed of the EU Sanctions Map (@EUSanctionsMap<\/a>) is providing information on when the updates are reflected on the EU Sanctions Map. It could also be helpful to check the detailed view of a specific sanctions regime and see the date for the “Last legal update reflected” to find out if the information on the EU Sanctions Map already covers the latest amendments. A red sign is displayed on the detailed view of a sanctions regime when it is in the process of being updated.<\/p>\r\n\r\n Who needs to apply the sanctions that have been imposed or implemented by the EU Council and are covered by the EU Sanctions Map?<\/strong><\/p>\r\n\r\n The sanctions visualised by the EU Sanctions Map must be applied within the territory of the EU; on board any aircraft or any vessel under the jurisdiction of a Member State; by any person inside or outside the territory of the Union who is a national of a Member State; by any legal person, entity or body, inside or outside the territory of the Union, which is incorporated or constituted under the law of a Member State; by any legal person, entity or body in respect of any business done in whole or in part within the Union.<\/p>\r\n\r\n It is a shared responsibility to apply sanctions applicable in the EU. Both the public administrations of the Member States and the economic operators, businesses and general public need to apply the sanctions. The EU Sanctions Map aims to point out whether a certain measure should be applied by the companies and citizens or if it is primarily the obligation of Member States to enforce the measures.<\/p>\r\n\r\n Why does the EU Council impose sanctions?<\/strong><\/p>\r\n\r\n The aim of the sanctions applicable in the EU is to pursue security and peace. Sanctions are always part of a wider EU's Common Foreign and Security Policy<\/a> that the Member States have agreed upon to address certain conflicts and threats. The EU Council can impose sanctions to react to a particular matter of a geographical nature or to address certain thematic matters, e.g. terrorism. This is why there is a separate box with thematic sanctions on the EU Sanctions Map.<\/p>\r\n\r\n Where can I find information on national competent authorities of the Member States and the relevant EU institutions?<\/strong><\/p>\r\n\r\n The contact list of the national competent authorities is provided in the footer of the webpage of the EU Sanctions Map (scroll down and click competent authorities<\/em> from the right).<\/p>\r\n\r\n Which measures should be implemented by the private sector and which measures should be implemented by government authorities?<\/strong><\/p>\r\n\r\n When you click on the icons, the descriptions aim to assist in this regard. If the description includes it is prohibited to <\/em>it refers to a general restriction that should be implemented by both - private and public sector authorities. If the description includes Member States shall <\/em>(or similar), it refers to the obligations of the government authorities.<\/p>\r\n\r\n Why is there more than one sanctions regime related to certain countries and thematic sanctions?<\/strong><\/p>\r\n\r\n Sometimes there are different objectives behind imposing restrictive measures in relation to a country. For example, in relation to terrorism, there are sanctions imposed on Al-Qaida, ISIL and Da'esh by one sanctions regime and sanctions imposed to address the financing of terrorism by another. One of the regimes is imposed initially by the UN Security Council and recently complemented by EU Council autonomous measures. The other regime is imposed by the EU Council.<\/p>\r\n\r\n What is the difference between a Council Decision and a Council Regulation?<\/strong><\/p>\r\n\r\n The legal instruments lay obligations to different subjects. The EU Council imposes or implements sanctions regimes by Council Decisions that lay obligations on the Member States. It uses wordings such as "The Member States shall..". Council Regulations are adopted to lay obligations on everyone under the obligation to apply sanction measures that are regulated the same way all over the Union. Such measures include restrictions in relation to the movement of goods, services and capital. Regulations use wordings such as "It shall be prohibited to...". <\/p>\r\n\r\n Why are some sanction measures regulated only in the Council Decisions?<\/strong><\/p>\r\n\r\n Some types of sanction measures are to be implemented by the Member States only. These measures lay obligation on Member States' authorities and do not need to be applied by the general public. Other measures regulated only by Council Decisions include restrictions on arms trade. This is due to the fact that the arms trade is subject to control regimes of Member States and not regulated on the level of the Union. It is important to notice that the services related to arms trade (such as financial assistance, brokering services, financing of arms transactions) are regulated by the directly applicable Council Regulations.<\/p>\r\n\r\n Which UN Security Council Resolutions are linked under the legal acts? <\/strong><\/p>\r\n\r\n Not all the UN Security Council resolutions are linked with the relevant sanctions regimes. The EU Sanctions Map makes reference to those resolutions that include new measures or expand measures in place. The EU Council transposes the sanctions imposed by the UN Security Council. Thus it is sufficient for EU economic operators and citizens to be familiar with the EU Council legal instruments (mostly Regulations) and specific national legislation applicable in their Member State. Considering the complexity of the exceptions and the aim of the EU Sanctions Map to keep the overviews of the restrictions as simple as possible, then the specific exceptions are not included in the descriptions of the restrictions.
